Current technology, with regard to communication, is still in its infancy. It has a long way to go to reach the stage of being an efficient interplanetary relay system. It must improve in subtlety and no longer put up restrictive barriers about only the Earth being inhabited. Its level of evolution, as we have already said, is at an elementary stage. Humans have a high opinion of themselves. Scientists believe they are the only ones to possess the truth, whereas they are still at kindergarten level – no more no less.
The planets they assume are uninhabited have forms of life very different from their own, and the limited enlightenment from which they benefit comes from a 'beyond' that they can't even imagine.
Will it be necessary in the end for a large number of these beings to come to Earth when times are hard, without hope for the inhabitants, and get them out of a dramatic situation, so that they realize their limitations at last?
They will then have to align themselves with superior knowledge and reconsider all that they thought they had acquired.
They will have to start again on new and sound foundations, enlightened by this highly evolved race which, despite that, won't easily impose their views. Absolute necessity will rule. Human beings, for their survival, will have to comply with it.
